The Government Performance and Results Act has established
a solid foundation for results-oriented performance planning,
measurement, and reporting, the General Accounting Office
has said.
However, the Office of Management and Budget, which GAO calls
the focal point for management in the federal government,
says that the GPRA is redundant because the federal budget
is sufficient to provide a strategic and annual plan.
Following a recent report on GPRA, GAO said managers it
surveyed reported having more GPRA performance measures in
place than other measures and that GPRA has begun to
facilitate the linking of resources to results. It also
said agency strategic and annual performance plans and
reports have improved over initial efforts.
GAO warned that a lack of commitment from agency leadership
and OMB could hinder the development of results oriented
cultures in agencies. It said that in certain areas federal
managers continue to have difficulty setting outcome
oriented goals, collecting useful data on results, and
linking performance measurement and reward systems, and
sees GPRA as a solid corrective measure.
