The GAO has called for more attention to workforce planning at the Commerce Department’s Bureau of Industry and Security, which grew by almost half in the 12 years through 2024 and whose workload continues to grow.

Much of that growth, to nearly 600 employees, happened in 2022 and 2023 as the bureau took on work related to enforcement of export controls in response to Russia’s 2022 invasion of Ukraine, and to create a new office focused on securing the U.S. information and communications technology and services supply chain, a report said.

“However, BIS does not have a long-term workforce plan to determine its resource needs. Instead, BIS assesses its staffing needs on an annual basis as part of the budget request process. BIS last conducted a bureau-wide workforce planning effort in 2016,” the report said.

“Comprehensive, long-term workforce planning would help BIS leadership determine the size and composition of its workforce needed to meet its expanding workload and better position it to reduce the risk of exporting sensitive, dual-use items to an adversary,” said, the latest of many from GAO calling for improved planning at various agencies or in various occupations government-wide.

It said Commerce agreed with recommendations to conduct long-term workforce planning as well as to address another issue raised in the report, involving readily providing information relevant to export license controls with other agencies concerned, such as DoD, Energy and State.
