The GAO has said the recommendations it made during fiscal 2024, if carried out, would yield $67.5 billion in financial benefits , while it also identified more than 1,200 other potential improvements “that cannot be measured in dollars but led to program and operational improvements across the government.”

It cited for example recommendations that would yield $13.4 billion by having HHS better align states’ cost estimates for Medicaid demonstrations with recent costs; $4.8 billion through improvements in DoD’s ability to identify improper payments; and recommendations to address fraud-related issues and improve fraud risk management.

Recommendations that would yield non-financial benefits, it said in releasing its annual “performance and accountability” report, involved “public safety, national security, and vulnerable populations such as children, veterans, and those with disabilities.”

It noted for example that the fiscal 2024 DoD authorization law contained more than 50 provisions based on its recommendations, in areas ranging from cybersecurity to standards for military housing. It also highlighted SSA adoption of a recommendation to update guidance on occupations, “which will help the agency make more informed disability award decisions.”

“We also conducted work focused on the protection of children and students, reporting on efforts and obstacles to educating K-12 students with disabilities and preventing harm to youth placed in residential facilities. We made recommendations to the Department of Veterans Affairs highlighting needs for improved assistance to veterans. These included ways VA should improve the appeals process for denied disability benefits requests, and the monitoring of mental health screening and severe maternal complications,” it said.
