The Government Printing Office, which has seen declining
business as more agencies publish documents online and
use other services, has been following the advice of a
panel of printing and dissemination experts to drive its
transformation and has fully implemented one suggestion
related to ensuring that top management take the reins in
that process, the General Accounting Office has said.
It said GPO has partially implemented eight other suggested
practices, for which it needs to establish mission and
strategic goals and develop a documented transformation
plan to complete them.
GPO has adopted the human capital best practices of public
and private sector organizations and has reorganized its
human capital office into customer-focused teams devoted
to the human capital needs of GPO operating units, said
GAO, which suggested the reorganization.
To continue the progress made to date, GPO should implement
an IT investment management process and train line managers
to effectively use financial data, said GAO.
