The public comment period for the proposed Department of
Defense National Security Personnel System has ended and
DoD and Office of Personnel Management are gearing up for
the meet and confer process with employee reps, something
the Government Accountability Office has called “critically
important,” given the number of details that have not been
defined.
If designed properly Defense’s new system could serve as a
model for government-wide transformation in human capital
management. If not, it could severely impede progress making
the government more performance-oriented, according to
GAO-05-517T.
GAO praised elements in the proposed regulations that
support a “flexible and contemporary HR management system,
such as pay bands and pay for performance” and those that
support collaboration with employee reps and prioritize
employee performance in retention decisions.
