Comptroller General David Walker put forward several
agency-transformation strategies that could lead to higher
performance at the General Accounting Office.
Walker has suggested establishing a transformation fund
that agencies could use to make short-term investments, as
well as setting up a new position at federal agencies with
a long-term focus on transformation management such as a
Chief Administrative Officer.
At a GAO forum, participants included public and private
sector executives, lawmakers, academics who discussed
metrics, means, and mechanisms for being more effective
and contributing to national goals.
GAO said a consensus was reached over the importance of
managing partnerships strategically as agencies are
increasingly reliant on organizations outside of their
direct control, as well as a focus on clients and
customers.
