Most agencies continue to receive poor grades—although only NASA a failing one—on the annual assessment of compliance with the Federal Information Technology Reform Act compiled by the House Oversight and Government Reform Committee.

Overall grades were overwhelmingly Cs and Ds, although Commerce did manage an overall B on the strength of its A grades in data center consolidation and risk assessment transparency. Only DHS and Justice also received an A in the former while HUD, Interior, Labor and EPA did the same in the latter.

The most top grades were in the area of incremental development, with As going to Energy, Justice, VA, EPA, GSA and SBA. However, Defense, Education, DHS, HUD, State, Transportation, SSA and AID were rated as failing.

Only SSA got an A in IT portfolio review savings, while all but five – Commerce, Interior, Treasury, GSA and AID –of the other 23 rated departments and large agencies received failing grades.

In the other category, assessment transparency, Commerce, HUD, Interior, Labor, and EPA all received an A, while NASA, NSF, SBA and AID failed.

On last year’s report card, Education and Energy received an overall failing grade in addition to NASA.
