Grades were generally flat on the latest scorecard of agency implementation of the Federal Information Technology Acquisition Reform Act, with the House government operations subcommittee that produces the scorecard indicating that changes are ahead.

“A variety of factors, including methodology, data availability, agency motivation, and the cycle of the  scorecard have resulted in stalling grades,” chairman Rep. Gerald Connolly, D-Va., said.

In the six months since the prior assessment of compliance by Cabinet departments and the largest independent agencies, seven overall grades increased, four decreased, and 13 remained unchanged. All agencies received at least an average grade of C-.

While none have earned an F on average since 2018, only two received an average grade of A—NASA and USAID—and more than half “are showing no change to their overall grade over time. That’s not progress.  Agencies appear to be less motivated to improve their grades – perhaps because of the methodology used to calculate some of the metrics,” he said.

Meanwhile, all agencies received an A on one area assessed, data center consolidation, and that will be dropped from future assessments, he said. On the opposite end, grades were lowest regarding transitioning off Networx, with 15 agencies receiving a failing grade.

He added that the need for the scorecard continues, since several aspects rated, cybersecurity and IT modernization, remain on GAO’s high-risk list. Other areas rated include authority of agency CIOs, transparency and risk management and portfolio review savings.
