A proposal in the bill to remove federal employees from federal workers compensation when they hit retirement age drew the ire of unions. They sent a letter to key sponsors of the bill, committee chair Joseph Lieberman, I-Conn., and Susan Collins, R-Maine, arguing that not only is postal legislation the wrong place to float changes to the Federal Employees Compensation Act, but cutting off those payments could leave people financially stranded.

The bill also proposes elimination of "modest” FECA family benefits. The letter, signed by the National Treasury Employees Union and others, argues that when employees suffer workplace injuries "that rob them of their ability to practice their craft, they also rob those who are family bread-winners of the ability to support their family.”
