The General Services Administration has announced that David
L. Winstead will replace F. Joseph Moravec as the new
Commissioner of its Public Buildings Service.
Winstead is leaving a partnership at Holland-and-Knight LLP, a
law firm specializing in real estate, transportation, public
law and government procurement, and has also served as
Secretary of Transportation to Maryland, and as Executive
Director of the Washington-Baltimore Regional Association,
an economic development alliance.
“He will bring a great deal of experience and professionalism
to this position,” said GSA administrator Stephen A. Perry.
Perry announced plans on October 3 to step down from his post.
GSA also recently appointed Tom Dryer – former deputy
associate administrator and White House liaison – as the
acting associate administrator for the agency’s office of
performance improvement.
