Senior management from the General Services Administration and
Department of Defense have unveiled a joint contracting reform
program before a meeting of GSA procurement staff and DoD
contracting personnel.
The “Get It Right” program is designed to ensure the proper
use of contracting vehicles and reassure customers that, “along
with the best prices and value, they are using a procurement
system that is managed with the highest standards of ethics,
effectiveness, and efficiency available,” said GSA.
It said the programs goals are to: “ensure compliance with
federal contracting regulations; make contracting policies
and procedures clear and explicit; ensure integrity of GSA’s
contract vehicles and services; and, improve competition in
the marketplace when GSA’s contract vehicles and services are
used.”
The program, also designed to increase the transparency of
how GSA contracting vehicles are used, follows several reports
this year from the Government Accountability Office citing
shortfalls in contract management and tax abuse by DoD
contractors – GAO-04-645. DoD is GSA’s largest customer.
GSA said its new office of the chief acquisition officer —
which reports directly to the office of the administrator
headed by Stephen A. Perry — played a key role in
developing the program.
