GSA Administrator Lurita Doan has signed an order combining the agency’s former Federal Technology and Federal Supply Services into a single Federal Acquisition Service.

The reorganization establishes a single GSA fund–the Acquisition Services Fund — by combining the General Supply Fund and the IT Fund.

“The signing of this legislation marks an historic moment for GSA and will keep us on track to hit our top target — superior customer service,” said Doan.

“Creation of the new FAS provides superior customer service by providing goods and services to federal government agencies at best value,” she said.

The order centralizes functions related to the use of the acquisition services fund under an FAS commissioner, and authorizes the appointment of up to five regional executives.

It also requires the FAS to be credited with all reimbursements relating to personal property or services procured through it — including net proceeds from the disposal of surplus personal property, receipts from the loss or damage to personal property, and certain receipts charged to agencies.

Doan and the GSA CIO will determine cost and capital requirements of the fund and develop a plan for them, including rates to be charged to agencies.
