The General Services Administration has stated that the
solicitation for a performance-based service acquisition
should emphasize “what is to be achieved rather then how
it is to be accomplished.”
It said these acquisitions require “the commitment of budget,
technical, contracting, logistics, legal, and program
office personnel,” and that teams can use the “seven steps
to performance-based service acquisition” online guide,
which includes policies, regulations and best practices.
GSA also called for agencies to submit best practices
gleaned from their experiences — including “examples of
performance work statements, incentive plans, measures
and standards” — to be included in the regularly updated
guide.
