By: FEDweek StaffGSA has proposed an update of policies applying to agencies seeking to dispose of unused or underused property, an issue that has drawn heightened attention recently and promises to be a main focus of attention on federal workplace matters in the new year.
“This proposed rule will add definitions, policy, and procedures where there were none previously. The rule will assist federal landholding agencies with understanding their responsibilities when contemplating asset management and disposal actions and engaging with GSA using GSA’s authority and their own authorities to meet their federal real property goals and objectives,” says a December 23 Federal Register notice.
In the notice, GSA recited a series of executive orders, OMB policy directives and changes in law over more than a decade seeking to spur disposal of excess property, during which it said it has evolved from operating as the central property disposal agent to being a services provider to individual agencies.
It said the proposed changes would bring the Federal Management Regulation up to date with those changes and would clarify and provide more detail on how agencies with independent disposal authority may obtain disposal services from the GSA and the actions those agencies may take while operating under a GSA-delegated authority.
