Federal Manager's Daily Report

The General Services Administration has issued draft proposal requests for government-wide Alliant and Alliant Small Business IT contracts worth up to $65 billion over ten years.

John Johnson, GSA’s assistant commissioner for service development and delivery, said in a statement that the contracts are intended to provide “flexibility to support daily operations, infrastructure protection, anti-terrorism initiatives, and development and marketing of emerging technologies.”

GSA is asking for feedback regarding the alignment of the Department of Defense and the federal enterprise architecture, the clarity of requirements for offers, the alignment of labor categories and industry practices, and minimum order size.

Comments on the draft — posted at fedbizopps.gov – are due by June 30. The final contract requests will be published in October 2006, and contracts will be awarded by summer 2007.

About 25 to 30 companies will carve up the $50 billion Alliant GWAC through a competitive bidding process, and about 40 to 60 small businesses will compete for $15 billion, which Johnson said is probably the largest federal slice for small businesses to date.
