GSA has issued a pre-solicitation notice, in conjunction with OPM and the major federal payroll providers, to “shift operations and maintenance of payroll functions to innovative commercial solutions using the software as a service model.”

“This will enable agencies to focus more resources on core mission priorities and deploy modern and secure work schedule, leave management and payroll solutions to support a modern workforce,” GSA said. For employees, it will offer “user friendly self-service options, future cost-avoidance and increased efficiency in a secure environment,” it said.

The NewPay initiative is in line with the President’s Management Agenda including the cross agency priority goals for sharing services and IT modernization, it added. Consolidation from 26 payroll providers to four a decade ago has saved more than $1 billion total and has allowed agencies to redeploy resources, it said.

The pre-solicitation notice is on GSA eBuy and will close June 1.
