GSA recently modified a request for proposal for its new $1.5 billion government-wide package delivery contract that includes criteria to weigh the use of alternative fuels.

The American Clean Skies Foundation has been lobbying GSA to adopt the criteria in order to "expand deployment of cleaner, fuel-efficient services by the package delivery industry," as it explained in a letter to GSA administrator Dan Tangherlini in June.

"This new GSA contract could set an important new benchmark for government transport contracts, and GSA should be applauded for expressly recognizing that transport related pollution has quantifiable costs and negative impacts on federal agency operations," said the foundation’s CEO, Gregory Staple in response to GSA’s more recent proposal to modify the solicitation.

A request for information for the Domestic Delivery Services contract was announced in May on the FedBizOpps website. UPS, the current contract holder and FedEx are considered likely candidates as both are big enough and have begun integrating alternative fuel use into their fleet operations.
