GSA has posted a work statement from its draft request for proposals for an Office Supply Third Generation (OS3) program designed to give agencies access to lower prices for every day office supplies.
The program has been around since 2006. OS2, the previous version, produced $350 million in savings and a 75 percent small business utilization rate, according to GSA. It said it worked with the Small Business Administration, the Strategic Sourcing Leadership Council, and OMB to develop OS3, and expects the latest version will save $65 million a year on administrative costs and another $90 million through lower prices.
Under OS3, procurement will be open to businesses that do not have a GSA multiple award schedule contract, agencies will have additional purchasing channel options, small businesses will have increased opportunities, and prices will drop through increased competition and stabilize via a dynamic pricing model.
