
GSA has issued a bulletin to update the information agencies are required to report on instances when they authorized employees to use of first class or business class transportation rather than the standard coach class, and how to determine the comparative coach class.
Bulletin 23-07 builds on a change to the Federal Travel Regulation last September FTR that introduced premium economy airline accommodations as a class of service, set policies for its use, and changed deadlines for reporting the use of first class and business class transportation accommodations.
Last year’s action “did not change the requirement for agencies to report the use of all first class and business class transportation accommodations which exceed the coach class fare, nor did it change the requirement for agencies to report the use of extra-fare train service,” says the bulletin.
However, since then GSA “GSA received questions from agencies on how to determine the comparative cost of a coach class train fare when the use of an extra-fare train is authorized,” says the new bulletin, which addresses those issues.
