Guidance from the services calls on managers to take steps to reduce spending in other areas including a general prohibition on conferences and training.

The military services generally ordered components to cancel all temporary duties that are not mission-critical such as attending or hosting conferences and symposia, staff assistance visits and training seminars – or in some cases postpone them until April or beyond.

The Air Force also called for a reduction on flying not related to readiness, a hold on studies that are not mission-critical or congressionally mandated, and limits on purchases and facilities maintenance.

Air Force components are also to de-obligate incrementally funded contracts such as those for base maintenance and advisory and assistance services and review other contracts for possible longer term savings.

The Army called for a reduction in base operating funding of at least 30 percent, and together with the Navy ordered components to curtail temporary duties and processional training.

The Army also ordered its Materiel Command to cancel depot maintenance in the third and fourth quarters as well as reset orders and contacts not directly in support of units deployed to a theater or contributing to force availability.

Navy components also have been stripped of authority to initiate any fiscal 2013 new starts, multiyear procurements or contracts for increases in procurement over fiscal 2012 quantities.
