OPM has issued guidance to agencies about submission methods and materials that will be acceptable for SES qualifications review board consideration, following an OPM review of that issue.

The memo to agencies is the latest in a series flowing from a late 2015 executive order addressing various aspects of SES hiring, career development, evaluation and compensation. Among the order’s provisions was a requirement that OPM evaluate the QRB process, including a look into alternatives to the traditional executive core qualifications narrative statement commonly used by agencies for QRB submissions.

The guidance:
* includes information and tools to implement hiring and QRB submission methods that will serve as alternatives to the traditional methods commonly applied by agencies;
* provides information on streamlining the initial SES hiring processes;
* highlights opportunities for training, partnering, and piloting of additional assessments; and
* provides a framework and options to address agency needs and preferences, while providing flexibility to determine and implement the most effective solutions for each agency.

OPM said it will provide additional support to agencies through SES hiring/QRB forums, development of new leadership assessment solutions, and other tools and resources.
