
An interagency working group of the National Science and Technology Council has issued guidance to federal agencies that award research grants on preventing and addressing sexual harassment of employees of the awardees.
The report, ordered by the 2022 CHIPs and Science Act, addresses “recommendations for federal research agency action to assist in the development of improved harassment prevention and response policies. These guidelines also include recommendations for agencies to help cultivate inclusive STEM environments at awardee institutions that are free from sex-based and sexual harassment,” it says.
Key recommendations are that agencies should (in its words):
Identify and remove gaps in policies pertaining to sexual harassment that apply to extramural award personnel.
Improve consistency across procedures for reporting harassment to agencies across three pathways: mandatory notifications by awardee institutions; optional reporting by individuals of civil rights violation complaints; and optional reporting by individuals to provide information to agencies without filing a complaint.
Ensure awareness of, and compliance with, agency harassment policies and reporting procedures among federal employees, awardees, award personnel, and trainees.
Increase data transparency and accountability to support evidence-based policy improvements.
