By: FEDweek StaffOPM has updated guidance to agencies on a special hiring authority for spouses of military personnel, calling attention to a law enacted late last year extending the authority through 2028 and stressing that agencies still must follow reporting requirements under the law.
A memo on chcoc.gov also includes an updated question and answer document regarding the authority, which gives hiring preference for federal jobs to the spouse of a member of the armed forces on active duty, the spouse of a 100 percent disabled member of the armed forces, or the spouse of a deceased member of the armed forces.
It allows agencies to recruit and non-competitively appoint eligible spouses into temporary, term or permanent positions that otherwise would require competition, although it does not establish selection priority. Those hired under this authority are converted to competitive service status after completing a probationary period.
The authority has been broadened numerous times by laws and executive orders since it was established in 2008. Other changes in recent years for example expanded eligibility and removed a prior two-year time limit following a relocation.
