Meanwhile, OMB’s Office of Federal Procurement Policy has sent out guidance on acquisitions during the CR, reminding agencies not to run afoul of the Antideficiency Act, which in sum bars spending money that they don’t have, or from spending on the expectation of the money coming in later, absent specific authorization.
Among other guidance, the memo urges that acquisitions officers confer with agency budget and finance personnel and notify contractors of the funding limitations the government is operating under.
