The House voted against an amendment in the fiscal 2014 defense-spending bill that would have lifted the moratorium on A-76 outsourcing studies at DoD.

Rep. Scott Rigell, R-Va., had offered the amendment, which failed to pass on a 178 – 248 vote with 55 Republicans voting against it.

The American Federation of Government Employees praised the vote, saying the amendment "would have opened up the outsourcing floodgate at DoD, costing even more civilian jobs that have been subjected to arbitrary cuts for years."
