The chair of the House Oversight and Government Reform Committee, Rep. Darrell Issa, R-Calif., has issued a subpoena to OPM to compel it to turn over internal security clearance policies, training materials and other guidelines.

OPM has been reluctant to hand over the materials arguing that if applicants had access to them they could be used to game the process. So far it has allowed the committee to review the materials by live video feed.

The committee is seeking to widen its investigation into the security clearance process following the Washington Navy Yard shooting, and says reform legislation is needed.

“In regards to the Washington Navy Yard shooter, OPM failed to provide adequate documentation to the Navy, including an arrest record – easily obtained by Committee investigators – that showed he discharged a weapon in public and behaved erratically,”Issa claims.

The subpoena also seeks documents pertaining to contracts between OPM and US Investigations Services, LLC, all contracts between OPM and CACI International Inc. relating to security clearances, all contracts between OPM and Keypoint Government Solutions, Inc., and all documents that identify OPM employees or contractors who serve as quality reviewers for the security clearance process.
