The House Oversight and Governmental Reform Committee has passed a narrow postal reform measure to phase out some door-delivery of mail to make delivery less costly.
HR-4670, the Secure Delivery for America Act of 2014, was introduced by committee chair Darrell Issa, R-CA, and passed along party lines 18 – 13. It would require the Postal Service to convert 1.5 million addresses per year over the next 10 years from “to the door” delivery to curbside or centralized delivery.
Under the bill, all new addresses established after last September would not be eligible for door delivery, with a preference for secure, centralized delivery.
Issa estimates that converting 15 million existing door delivery addresses to centralized boxes could save $2 billion a year.
