The House version of the fiscal 2011 defense-spending bill rejects any quotas for insourcing jobs. A committee report expresses support for insourcing in principle in order to save money and reduce the government’s reliance on contractors. However, it adopted language, put forward by Rep. James Langevin, D-R.I., prohibiting "the establishment of any arbitrary goals or targets to implement DoD’s insourcing initiative."
The bill, HR-5136, also requires reports from both DoD and GAO to examine the initiative.
