By: FEDweek StaffThe House has joined the Senate in passing S-2073, to require agencies to list within their annual budget justification any recurring reports, including governmentwide and interagency reports, they identify as outdated or duplicative and to recommend whether to end, consolidate or reduce the frequency of those reports.
The House also has passed and sent to the Senate:
* HR-7219, to require OMB and individual agencies to update guidelines issued under the Information Quality Act concerning the use of reliable information for developing rules and guidance and for disseminating information to the public. The bill also would require agencies to publish relevant models, methods, and sources of information before promulgating rules or issuing guidance.
* HR-7524, to require greater transparency in spending on federal IT, in particular focusing on the GSA Technology Transformation Service. The bill includes provisions to require greater reporting about funded projects, explanations for the basis of the projects, and timelines and potential reimbursements. It also would require reporting by GSA to Congress on each project funded by the Citizen Services Fund and some projects funded by the Acquisition Services Fund.
* HR-7527, to require the Postal Service to collect and analyze data on injuries and deaths that result from traffic crashes involving vehicles carrying mail. Any USPS employee or contractor involved in a traffic crash would be required to report to the Postal Service within three days of the incident.
* HR-7528, to require agencies to verify that any electronic comment was submitted by a human and provides agencies with additional authorities to assist with the management of mass-generated comments that are identical or nearly identical in substance. The bill also requires agencies to post polices regarding how the agency will consider computer-generated and mass comments on the website that is used to collect electronic comments during the rule-making process.
