The House has passed a fiscal 2010 defense-spending bill that includes an amendment placing restrictions on the National Security Personnel System.

The amendment, offered by Rep. Carol Shea-Porter, D-NH, would prevent new hires from being placed in NSPS, stop reclassifications of existing employees into NSPS, and would require DoD to transfer employees already under NSPS back into the system they originally were in.

The White House issued a statement calling the provisions "premature," noting that DoD and OPM are currently reviewing the system. "This review will produce findings and recommendations that will help DoD and OPM, working with the Congress, make informed decisions about the future of the program."

It said prohibiting the addition of new employees into NSPS would disrupt organizations and delay hiring.

Other provisions prohibiting new Defense Civilian Intelligence Personnel System conversions would "prevent the Intelligence Community from transforming itself into a single enterprise that can recruit and retain a competitive workforce to meet our national security needs," says the White House.
