Rep. Jim Moran, D-Va., introduced a companion SES reform bill in the House and said it is needed to boost recruitment and retention given that over half of the federal government’s senior executives will be retirement eligible within the next four years.
"In order to recruit the best and brightest to high-level civil service, the federal government must improve the working environment,” for the SES, he said, adding, "The long-awaited reforms in this legislation will ensure we have qualified individuals to replace SES employees planning to retire.”
Moran cited provisions in the bill that would strengthen candidate development programs through mentoring and succession planning, require two-year diversity improvement plans, eliminate executive core qualification narratives for initial applications, and attempt to give employees a fuller evaluation of job performance.
The bill reportedly has backing from both the Partnership for Public Service and the Senior Executive Association.
