Strategic human capital management remained on the list
because “strategies are still not appropriately
constituted to meet current and emerging challenges or
drive the transformations necessary for agencies to meet
these challenges,” said GAO, adding that human capital
considerations are critical to the overhaul of the
intelligence community.
It said that area was first designated in 2001 because
of “the longstanding lack of a consistent strategic
approach to marshaling, managing, and maintaining the
human capital needed to maximize government performance
and ensure its accountability.”
GAO called on agencies to work with Congress and the
Office of Personnel Management to determine future
workforce needs given projected fiscal challenges,
determine how to maximize the use of recruitment and
retention authorities and to develop business cases to
get more, as well as to reform performance management
systems.
It said tremendous progress has been made addressing
human capital challenges in the last few years, but
agencies still need “sustained leadership” to complete
multiyear transformations.
