The Office of Federal Procurement Policy is asking agencies to provide a copy of their acquisition workforce human capital succession plans by February 18.
Required under the National Defense Authorization Act of 2008, the plans are meant to focus on the recruitment, retention, and development of contracting officers and program managers.
OFPP said it wants to use them and together with the Federal Acquisition Institute, establish the acquisition workforce development strategic plan required by the National Defense Authorization Act of 2009.
Agencies are encouraged to use current acquisition resource and competency data that was supposed to have been included in their human capital management reports submitted to OPM in December in developing their plans.
According to OFPP, the plans should be developed in consultation with the CHCO and address recruitment goals for 2009, procurement intern programs, acquisition workforce training needs for 2009, actions taken or planned to retain high performing acquisition professionals, information on methods or analyses the agency is using to project future acquisition workforce needs, and a description of the challenges in using existing hiring authorities and programs.
