MSPB cautioned against vendor-driven training content,
and emphasized the need for managerial and supervisory
training to “target specific coaching and performance
evaluation skills needed under the new personnel systems.”
It said employees need to be able to maximize their
contributions to the agency mission as well as
effectively represent themselves in performance
discussions, skills that wouldn’t necessarily benefit
from “weakly reformulated, off-the-shelf coursework
in generic interpersonal skills or resume preparation.”
“Agencies, not vendors, need to stay in the training
development driver’s seat and clearly specify the
objectives of any purchased training,” said MSPB.
