The effectiveness of the IRS’s Indian Tribal Governments field offices cannot be assessed because no specific performance objectives and measures have been developed, the Treasury Inspector General for Tax Administration has said.
It said that although the ITG established an Abuse Detection and Prevention Team — ADAPT, in 2004 with the broad goal of stemming the growth of fraud and abuse in the Indian tribal sector, that it has not developed specific performance objectives and measures.
TIGTA said that while ADAPT management has cited the challenge of establishing specific performance objectives and measurements that a knowledge base exists that can be drawn upon, and other IRS fraud-related programs have developed goals and methods for evaluating program success.
IRS management agreed to develop specific performance objectives and measures and plans to take action to the degree appropriate.
