In its announcement, USPS said most closures or consolidations will have to be initiated and completed between May 15 (USPS has an agreement with Congress not to start any prior to that date) and August 31, to stop short of the elections.
The Postal Service said it would use an election mail task force to work with all 50 states to develop strategies that address the questions and concerns of state and local election boards – all intended to ensure the timely delivery of election-related mail.
It said further consolidation of facilities would then continue in early 2013, and noted that its consolidation plans are contingent upon Congress allowing it to relax its mail delivery standards.
