The memoalso provides guidance in addressing legal and policy requirements for the use of administrative data for statistical purposes, including the need to continue to fully protect the privacy and confidentiality afforded to the individuals, businesses, and institutions providing the data.
It also provides “best practice” tools, including detailed guidance on the interaction of the Privacy Act requirements and the use of administrative data for statistical purposes, as well as a model interagency agreement for departments and agencies to follow when developing their policies and practices for sharing data for statistical purposes to another department or agency.
Further, to monitor progress and identify any barriers to moving forward, the memo requires each department/agency to report to OMB, by mid-June, on implementation progress.
