OPM has issued instructions to agencies for reporting on their political appointees for the online version of the ‘Plum Book’ that OPM recently stood up under terms of a 2022 law designed to increase transparency around those positions and provide for more frequent updating.

“The website replaces the quadrennial Plum Book, which will be phased out after 2024, and will support government transparency, accessibility, and accountability by providing the public with more comprehensive reporting about policy and supporting positions,” says a memo on chcoc.gov.

The memo contains instructions for reporting through OPM’s Executive and Schedule C System, which in some cases may require agencies to create accounts with that system, it says. “It is the responsibility of each covered entity to ensure the information it provides to ESCS is current, complete, accurate, and reliable and is not prohibited from disclosure under federal law,” it says.

Required information includes “agency component, position title, name of incumbent (if filled), names of all previous incumbents going back to January 20, 2021, appointment type, geographic location of the position, pay plan, grade, level or rate of pay, tenure and expiration date (if applicable), and—for vacant positions—the name of the acting official or official performing the duties of the vacant position, if any.”

It adds that while the law requires only annual updating—in contrast to the traditional Plum Book, which was updated only once every four years for a new Presidential term—OPM “recommends updates to ESCS take place on a regular basis as current and accurate data is critical to remaining transparent and supports efficient and timely reporting.”
