The IRS has returned to a policy that had been dropped under the Trump administration of applying certain personnel policies set by union contracts to all workers regardless of whether they are in a bargaining unit.

The so-called “pass-through” policy, reinstated in a recent memo, affects elements of policies such as promotions, details, awards, work scheduling, health and safety protections, travel, and more.

The Professional Managers Association said the return to that approach “represents a commonsense change that will improve management and eliminate inefficiencies.”

It said that after that approach was dropped in 2019, “something as simple as processing a sick leave request was subject to varied procedures based on an employee’s bargaining unit status” and “required managers to learn different procedures for different employees and ensure the proper procedures were followed each time a basic issue arose.”

“This left significant room for error and mismanagement and created frustration for employees. Conversely, the pass-through memo ensures managers only need to learn and execute one process and one set of rules,” it said.
