
In a further unraveling of the Biden administration’s emphasis on increasing the usage of electric vehicles in the federal fleet, the GSA has told agencies to remove all but “mission-critical” charging stations in space they lease from GSA.
“Charging infrastructure not deemed mission critical will be deactivated and associated contracts or orders will be terminated. This is the first step in GSA’s process of evaluating the mission critical needs of our partner agencies for electric vehicle charging infrastructures,” an announcement says.
The directive says that generally no new charging station installations are authorized, although exceptions will be allowed if an agency makes a case to the GSA for why the charging “must occur at the specific facility and that the agency has the authority to fund the installation and operation of the equipment.”
It adds that where charging stations are determined necessary for mission purposes, they can continue to be used for charging privately owned vehicles—such as electric vehicles employees use to commute to work—”when an agency deems it to be a mission-critical requirement and to the extent such use by POVs does not interfere with or impede access to the equipment by federal fleet vehicles.”
The directive says that through fiscal 2023, agencies apart from USPS operated some 8,600 electric vehicles. The Biden administration had prioritized the acquisition of such vehicles—and installing the needed charging stations—as part of an initiative to reduce the government’s greenhouse gas footprint, an initiative the Trump administration quickly canceled.
