DoD is implementing BRAC recommendations facing a September 2011 deadline, but several logistical, human capital, and other implementation challenges remain, GAO has said in a letter to Congress.

For example, it said many locations are scheduled to complete the construction, relocation, personnel, and other actions needed to implement the recommendations close to or even smack on the deadline, leaving little or no margin for slippage to finish constructing buildings and to move or hire the needed personnel.

DoD also must synchronize the relocation of approximately 123,000 personnel with the availability of about $25 billion in new construction or renovation of facilities.

Much work remains to be done to finish construction projects and relocate civilian personnel, or to take mitigation steps such as obtaining swing space facilities or hiring new personnel, according to the letter, GAO-10-725R.

It said that as of March, DoD had 57 construction projects scheduled for completion within three months of the statutory deadline.

Further, some DoD locations that involve the most costly and complex recommendations have encountered delays in awarding construction contracts and have experienced additional delays completing construction.
