
In approving the DoD authorization bill (HR-7900) the House attached language that had been in separate bills to:
* require that the information in the “Plum Book”—currently posted only once every four years on politically – filled positions and certain other senior positions including career SES — be posted on a central public website and updated regularly.
* codify GSA’s FedRAMP program for acquisition of cloud computing service and accelerate the adoption of secure cloud solutions through reuse of assessments and authorizations, set a baseline of agreed-upon standards for cloud product approval, and promote consistent application of existing security practices.
* broaden the input into the writing of agency performance plans by involving more stakeholders, including the agency’s the chief information officer, chief data officer, and chief financial officer, and to specify that such plans must include descriptions of human capital, training, data and evidence, information technology, and skill sets needed to meet the goals.
* provide that heart disease, lung disease, and specified cancers are presumed to be caused by employment for purposes of workers’ compensation benefits for federal employees who worked in fire protection activities.
Separately, the House has passed: HR-7331, to increase oversight of GAO recommendations that agencies have not implemented by requiring GAO to report annually on them to Congress and the public, including recommendations for potential action by Congress; and HR-7535, to require OMB to assess the vulnerability of agency IT systems to quantum computing technology that holds the potential for overcoming current encryption protections, to set standards for making them resistant, and to monitor agency progress in following those standards.
