The Senate Homeland Security and Governmental Affairs Committee has filed reports on a series of bills it approved recently, typically the last step before measures are brought to a floor vote. They include:

* S-108, to require agencies to state on the first page of guidance documents that such guidance does not have the force and effect of law and is intended only to provide clarity to the public about existing legal requirements or agency policies.

* S-349, to extend to remote positions a special authority for agencies to hire spouses of military members who are on active duty, disabled, or deceased.

* S-679, to require agencies to submit to the GAO a report on rules that are revoked, suspended, replaced, amended, or otherwise made ineffective.

* S-709, to update the Government Performance and Results Act by requiring OMB to regularly conduct strategic reviews of agencies’ performance goals and ensure they are following through with their strategic plans and enhance the data on performance.gov.

* S-933, to require OMB, GSA and the CIO Council to issue new minimum requirements for cybersecurity, resiliency, availability, and sustainability of federal data centers and to issue policies requiring agencies to apply those standards to both existing and new centers.
