
The DoD authorization bill (HR-7776) now near final approval in Congress includes provisions of several management-related bills that had made some progress including to:
* have an IG notify Congress if an agency is not cooperative in its work; better protect IGs from politically motivated personnel decisions; require acting IGs to be selected from among senior-level employees within the watchdog community; and require regular training of IG employees on their whistleblower rights, among other provisions.
* codify GSA’s FedRAMP program for acquisition of cloud computing service and accelerate the adoption of secure cloud solutions through reuse of assessments and authorizations, set a baseline of agreed-upon standards for cloud product approval, and promote consistent application of existing security practices.
* require that the “Plum Book”—a listing of SES and other positions that can be filled by political appointment—that currently is updated only every four years at the beginning of a new Presidential term be updated annually and posted online in a searchable format.
* require the National Archives and Records Administration to submit a plan for eliminating the backlog of requests for veterans’ records which in many cases are needed to establish eligibility for benefits (including crediting of military service time toward a federal retirement benefit); and authorize another $60 million for NARA to digitize and preserve records and improve the records request process.
* strengthen rules for the federal government’s use of artificial intelligence to “ensure such systems are safe and robust, and to improve the procurement of high-quality AI systems.”
* require the GAO to produce an annual report listing unimplemented matters for congressional consideration and identify actions Congress can take to help agencies implement the GAO’s open recommendations.
* establish a public website for all unclassified reports produced by executive branch agencies for Congress.
