The Postal Service is not reaping all the benefits of a facilities maintenance program because managers “did not fully understand” the initiative, its goals or how to achieve savings, an IG report has found.

In examining one regional operating area, it found that lack of communication between headquarters and the region was a “key reason” for additional spending on building and plant equipment. “We also found that personnel were sometimes incorrectly assigned to building and plant equipment duties, which drove up workhours unnecessarily,” the auditors said.

The report found that the area however did achieve savings in cleaning, cleaning equipment, and supplies.

The report also found that the Postal Service only established and tracked maintenance optimization planned savings at the national level and not in its operating areas.
