By: FEDweek StaffAmong bills recently introduced in Congress are:
* S-4055, to create a pilot program requiring federal agencies to consistently track whether they are getting a good return on investment when awarding contracts for these goods and services by measuring cost reduction, timeliness of deliveries, quality of deliverables, and end user satisfaction.
* S-4066, to require updates to federal procurement rules to eliminate obsolete, overly burdensome or restrictive requirements, expand use of procurement methods that allow agencies to quickly collaborate with the private sector, and strengthen training for the federal acquisition workforce on purchasing developing technologies such as artificial intelligence systems.
* S-3955, to require agencies to annually report on use of official time by their employees for union-related activities, including the totals of hours and salary costs, details on the positions and salary rate of the employees, the percentage of their working time they spent on official time, the justification for its use, and more.
* S-4024, to extend beyond the current expiration date of September 30 the authority of DHS to use “other transaction agreement” authority to procure leading-edge technology, including from companies that have not previously contracted with the federal government.
* HR-7846, to prohibit access to classified information to individuals charged or convicted of a covered criminal offense, including: obstructing an official proceeding, unlawful retention of national defense information, the unlawful disclosure or improper handling of classified information, acting as a foreign agent, or compromising the national security of the United States.
