Federal Manager's Daily Report

OMB has issued separate memos on compliance with two of the major recent laws governing federal information, its management and its protection: the Digital Accountability and Transparency Act, or DATA Act, and the Federal Information Security Modernization Act.

Regarding the former, memo M-17-04 contains responsibilities for reporting financial information for awards involving intergovernmental transfers, for reporting financial assistance awards records containing personally identifiable information, and for quarterly reports to usaspending.gov.

Agencies are to coordinate to ensure the protection of classified or otherwise protected information as defined in the DATA Act, it adds.

Regarding that law, memo M-17-05 lays out information security and privacy program oversight and reporting requirements designed to ensure that agencies are implementing administration priorities and cybersecurity best practices.

It also contains updated policies for when incidents such as cyber breaches must be reported to Congress and to the DHS US-CERT system.
