OPM has issued a moratorium on processing SES qualifications review board cases.

On December 1, President Bush requested letters of resignation from all non-termed presidential appointees by December 19, 2008, and OPM said the suspensions are to ensure that the incoming head of an agency would have the best opportunity to exercise his or her prerogative to make or approve executive resource decisions.

However, acting OPM director Michael Hager said he’d consider requests for exceptions on a case-by-case basis in order to potentially help continuity of operations during transitions.

Requests should be signed by agency heads or officials designated to act in the agency head’s absence and address the potential for adverse impact on national security, homeland security, or a critical agency mission, program, or function.
