Eleven major agencies declined in the latest assessment of compliance with Federal Information Technology Acquisition Reform Act compared with only five that increased while eight remained the same.

In the sixth such rating produced by the House Oversight and Government Reform Committee since late 2015, only three agencies–Education, GSA and NSF–achieved scores even as high as a B+ while DoD was scored an F+ with six others–Agriculture, DHS, Justice, State, Treasury and NRC–barely passing at D-. The greatest drop was at USAID, which fell from A- to C-.

Among areas assessed, scores overall were highest for agency CIO authority enhancement, with 12 scoring an A, and lowest in software licensing, with 14 scoring an F.

Other areas assessed are transparency and risk management, portfolio review and data center optimization.

It added that of the 24 agencies, the CIO does not directly report to the top person or immediate deputy at nine, and that four of the CIOs are serving only on an acting basis.
