MSPB also said that in order for new skills to take
root in the organizational culture training must not
disappear after the rollout, warning, “If newly hired
managers and employees are not also trained, the
effect of the initial training will diminish over
time due to the natural results of employee attrition.”
Without continuous training people tend to revert to
old habits, said MSPB.
Another threat it called attention to is “superficial
training evaluation” whereby management assesses
effectiveness based on merely asking employees how
much they like training.
Agencies need to examine how much employees have
retained after training and look at how the learned
skills are applied, then determine if managers and
employees are able to successfully operate in a new
system after they have been trained, said MSPB,
adding that if they can not, the system needs to
be adjusted.
